In a medium bowl, whisk together cheese, sugar, eggs, and zest. Gradually whisk in flour, until just combined.
Heat oil in a large nonstick skillet over medium-low heat. Working in batches, drop batter into skillet by scant 1/4 cups. Cook until brown and cooked through, 4 to 5 minutes per side. Transfer to a paper towel-lined plate when cooked; add more oil to skillet for remaining batches, if necessary. Serve hot, with maple syrup, or dusted with confectioners' sugar.
